Issuance of the UASA Strategic Plan 2026 – 2030

The Board of the Union of Arab Securities Authorities (UASA), at its twentieth meeting held remotely and hosted by the Tunisian Financial Market Council on 22 April 2026, approved the Union’s Third Strategic Plan. The preparation of the Union’s Third Strategic Plan for the period 2026–2030 builds on the efforts undertaken by the Union over the past five years, during which it achieved clear progress in fulfilling the strategic objectives prioritized under the Union’s Second Strategic Plan for 2021–2025. This plan presents the key initiatives and objectives achieved, paving the way to build on these accomplishments and support the goals and directions of the Union’s new strategic plan.
During the period covered by the Second Strategic Plan, 2021–2025, the UASA succeeded in achieving a range of strategic objectives across various areas, particularly those related to strengthening the Union’s standing at the regional and international levels and establishing a general framework for cooperation and coordination among its members in legislative, regulatory, professional, knowledge-transfer, and other relevant fields. A significant set of common rules was also developed, which the Union’s members agreed to adopt across various areas, including financial technology, cybersecurity, financial inclusion, sustainability, and anti-money laundering.
With regard to the pillars of the new strategic plan, the committee formed to prepare the Strategic Plan for 2026–2030, in the course of identifying the plan’s key pillars and examining the main challenges facing Arab financial markets, their needs, and the factors influencing them, took into account the views of members received through the questionnaire circulated to the Union’s members. Within this framework, the main strategic issues were grouped under four key pillars: strengthening cooperation, communication, and regulatory harmonization among the Union’s members; developing capital markets; sustainability, financial technology, innovation, cybersecurity, and artificial intelligence; and education, capacity-building, awareness, and financial inclusion.
